"Write these files to DVD" Wizard

Default "Write these files to DVD" Wizard

I have a windows XP PC and a 3.5" DVD media. When I put it in the DVD drive
it can read its data but can't burn with the CD burning wizard that is
available from the Windows Explorer(though it can burn a stndard DVD media
as if it was a CD media).
Is there some software that would support that?

Any software that supports writing to DVD. Windows XP does and will not.
