Automatically open new window's desired size and position

Default Automatically open new window's desired size and position

I have dual monitors running XP. Is there a way to automatically open a new
window to the same size and position on the monitors as the last occurrence
of the equivalent window.

For example, Outlook 2003 open email to same size and position as I moved
the last email opened.

Outlook 2003 reply to email=have the blank email open to same size and
position as I moved the last email reply box.

Firefox when hitting Shift and a link (which opens a new window), have the
new window opened to the same size and location as I moved the last window in
Firefox.

etc.

This will save a lot of repetitive moving and resizing with the mouse.

I find this usually works for the re-opening the programs themselves for the
first time, but doesn't always work for doing things within the programs once
they are opened.

I do have "Remember each folder's view settings" checked under Folder
Options and this does not help.

If this cannot be fixed native to XP and requires third party software which
you can suggest, please do so.

If you open an email, move it and resize it to where/how you want it, then
close it, the next email should open in the same place and at the same size
as the one you just closed. Even if closing Outlook, the size and position
should be that same as last opened. Or at least it is on my PC. Whether it
has something to do with dual monitors, I don't know, but that's the only
reason I can think of.
