since windows does not remove items that are no longer valid, the only way to remove them is to clean the prefetch folder occasionally.

Actually it can temporarily decrease your computers performance by
cleaning the prefetch folder since it will need to relearn everything
again. You can read more about it at this Microsoft link below, but the
prefetch folder is self maintaining and there is no need to do so unless
it unlikely has become corrupted.
